Contract Overview

The 8(a) Streamlined Technology Acquisition Resources for Services (STARS) II GWAC is designed to promote small business utilization, particularly 8(a) companies, when purchasing information technology (IT) services or IT service-based solutions for the federal government.

STARS II Design

BE is an industry partner participating in both Constellations of the STARS II program:

• Constellation I includes all industry partners awarded a STARS II contract based on competitive pricing and technical proficiency.

• Constellation II includes industry partners who also hold an industry certification. Buchanan & Edwards is CMMI Maturity Level II and ISO 9001:2008 certified

GSA STARS II services fall under the following functional areas, as designated by the North American Industry Classification System (NAICS):

• 541511 — Custom Computer Programming Services (Functional Area 1)

• 541512 — Computer Systems Design Services (Functional Area 2)

• 541513 — Computer Facilities Management Services (Functional Area 3)

• 541519 — Other Computer Related Services (Functional Area 4)

STARS II Features & Benefits

• Multiple award, indefinite delivery indefinite quantity (IDIQ) GWAC

• Five-year base with one five-year option

• $10 billion program ceiling

• Directed Order Authority: Directed (non-competitive) task orders up to $4 million each are allowed.

• 8(a) socioeconomic credit transferrable to the agency

• Pre-competed, easy to use contracts (GSA Ordering Guidelines)

• Access to proven 8(a) small business technology providers

• Shortened procurement lead time

• A low user access fee (0.75 percent) built into contractor's ceiling price
