Background
The U.S. Department of State relies on the Bureau of Human Resources
to manage information about more than 19,000 employees. In addition,
Congress and other government entities frequently look to the Bureau
for timely, accurate information about State Department personnel.
Problem
The Bureau was using a mainframe personnel system and legacy information
systems to track and report personnel information. The collective,
aged systems lacked cohesive functionality, which caused significant
work burdens and time constraints including processing delays, data
integrity problems and limited interface support. To further complicate
their operations, no clear process existed to organize and consolidate
the growing database.

Right Solution
Buchanan & Edwards recommended developing a data warehouse to act
as the central repository for all personnel data. B&E gathered existing
data from numerous systems and developed an Oracle®
database as a practical framework and flexible information architecture,
overcoming complex data integration and integrity issues as they
arose. Using Business Objects® for OLAP
functionality, we implemented sophisticated web-based, easy-to-use
reporting tools to access and use the data quickly and accurately.
B&E then trained State Department employees to consistently maintain
the data warehouse and use what is now called the Self-Service Reporting
Tool.
In addition,
Buchanan & Edwards combined the data warehouse and reporting function
with other technologies to deliver a comprehensive solution to the
State Department called the Human Resources Bureau Knowledge Center

Result
The Bureau of Human Resources no longer faces the growing risk of
using inaccurate data. The Bureau's end users now have immediate
access to information via a web browser - to update, organize, maintain
and perform sophisticated analysis when needed. The flexible system
with complex reporting capabilities delivered by Buchanan & Edwards
enables the Bureau of Personnel to contribute to the overall mission
of the State Department, supporting the foreign affairs of the United
States.
